Changes in biowaste sorting obligations and waste management 

Starting from July 2024, the obligation to sort biowaste will be extended to cover a large part of the detached house residents in the area of municipality-owned waste management company ​​Kiertokaari Oy. The owner municipalities that are obligated to sort biowaste are: Hailuoto, Ii, Kempele, Lumijoki, Oulu, Pudasjärvi and Raahe.

Residents who live in a detached house located in an urban areas, must sort biowaste by 19.7.2024 at the latest. You can either order your own biowaste bin to have in your yard or use the same biowaste bin with your neighbours. Alternatively, you can compost biowaste alone or with neighbours. 

The obligation is based on the new Waste Act and local waste management regulations. The goal is to increase the recycling rate of biowaste significantly.

Municipality of residence: Hailuoto, Ii, Kempele, Lumijoki and Oulu

If you live in a detached house located in an urban area, you must sort biowaste by 19.7.2024 at the latest. You can either order your own biowaste bin to have in your yard or use the same biowaste bin with your neighbours. Alternatively, you can compost biowaste alone or with neighbours. 

According to the Waste Act, Kiertokaari is responsible of biowaste collection. Please order new bins for biowaste and recyclable waste from the Kiertokaari Customer Service.

If you already have an existing waste management contract of biowaste or other recyclable waste, or you are part of a joint contract collecting biowaste in the neighbourhood, please notify the Kiertokaari Customer Service: toimisto(at)kiertokaari.fi or tel. 08 5584 0020 Mon–Fri 8–16. 

Please remember to submit a composting notification on the composting of food waste to the City of Oulu Waste Management Authority.  

Municipality of residence: Pudasjärvi 

If you live in a detached house located in an urban area, you must sort biowaste by 19.7.2024 at the latest. You can either order your own biowaste bin to have in your yard or use the same biowaste bin with your neighbours. Alternatively, you can compost biowaste alone or with neighbours. 

Please remember to submit a composting notification on the composting of food waste to the City of Oulu Waste Management Authority. 

Municipality of residence: Raahe

The obligation to sort biowaste has already started in the urban centre of Raahe in 1.9.2023. The sorting obligation will be extended to certain border areas of the urban centre of Raahe on 19.7.2024. Please look at the map (the link will take you to the City of Raahe website). 

You can either order your own biowaste bin to have in your yard or use the same biowaste bin with your neighbours. Alternatively, you can compost biowaste alone or with neighbours. 

Please remember to submit a composting notification concerning composting of food waste to the Raahe Waste Management Authority. 

Municipality of residence: Siikajoki

If you wish, you can join the separate biowaste collection organized by Kiertokaari, if your property is located along the collection route. In this case, contact our Customer Service toimisto(at)kiertokaari.fi, tel. 08 5584 0020 (Mon–Fri 8–16). 

Changes in organizing waste management 

Starting from July 2023, the municipally owned waste management company Kiertokaari Oy has been responsible for emptying waste bins of recyclable waste in Hailuoto, Ii, Kempele, Lumijoki, Oulu, Raahe and Siikajoki.  

Recyclable waste includes: 

  • biowaste 
  • glass packaging 
  • metal 
  • paperboard cartons and cardboard 
  • plastic packaging waste. 

There will be no changes in the emptying of combustible waste bins or recycled paper bins. Please make the waste management contracts for combustible waste and recycled paper directly with a service provider of your choice. Pudasjärvi is an exception in Kiertokaari’s operating area, there all the waste management services are provided by Kiertokaari.

Recyclable waste materials efficiently recycled 

The transport responsibility has been shifted to Kiertokaari. The change in transport responsibility is based on the new Waste Act. The aim of the Waste Act is to improve the collection of recyclable waste materials. 

Kiertokaari invoices and provides advice 

Kiertokaari is centrally responsible for transporting recyclable materials, customer service, invoicing and providing advice in its own municipalities. The owner municipalities are: Hailuoto, Ii, Kempele, Lumijoki, Oulu, Pudasjärvi, Raahe and Siikajoki.
