How to utilize the Rusko Waste Management Centre – read instructions

Rusko Waste Management Centre Services 

The recovery station of usable items is located directly next to the entrance in the white tent on the right. Read more about the recovery station.  

Drive to the Oiva Station when you are bringing individual pieces of furniture. The staff will check if the criteria of a single piece charge are met (5,06€ per piece of furniture, includes 25,5% VAT). Staff will inform the check-out about the correct charge. Single pieces of furniture can be a single bookshelf, table, couch, dresser or chair. Read more about the price list (in Finnish).  

The following waste is collected at the Oiva Station, free of charge (click to read more):
  • Paper 
  • Non-surface-treated wood (small loads) 
  • Paperboard 
  • Cardboard 
  • Plastic packaging 
  • Some hard plastic items (buckets, bowls, vats, baby tubs, garden chairs and tables, waste bins, sleds, snow sliders, plastic storage boxes, plastic cutting boards, plastic boards) 
  • Metal items (at least half of total weight is metal) 
  • Glass bottles and jars 
  • All domestic electronic devices 
  • Technology 
  • Vehicle wheels (with or without rims) 
  • Batteries 
  • Batteries of cars or small devices 
  • Sauna stones 
  • Textile waste (max. 4 plastic shopping bags per load) 
  • Hazardous domestic chemicals or substances

There is a separate collection point for large loads of non-surface-treated wood behind the garden waste collection point. Ask about the location from the Oiva Station staff. The loads are checked, please announce your loads to the staff using the vehicle scale’s speakerphone.

The following waste is collected at the Recycling Yard Kirsi for a charge (click to read more):
  • Concrete, bricks and slabs
  • Excess, pure and untreated plasterboard. The loads are checked, please announce your loads to the staff using the vehicle scale’s speakerphone.
  • Pressure-treated wood
  • Treated wood:
    painted, varnished, waxed or stained wood, particle board, hardboard and plywood, whole or dismantled pieces of particle board furniture, whole wood furniture, parquet or laminate, wooden concrete molds. Nails, screws or mountings are not a problem, and fixed cabinets or kitchen cabinets are included in treated wood. The loads are checked, please announce your loads to the staff using the vehicle scale’s speakerphone.
  • Glass waste, for example glass shelves or windows (without frames)
  • Asphalt
  • Tree stumps
  • Small loads of glass or rock wool insulant.

The following waste is collected at the garden waste collection point
(free of charge with a garden waste ticket, otherwise with a charge) 

  • Raking waste
  • Branches and sticks  

The following waste is collected at the Sorting Arena Lare (subject to a charge) 

  • Large mixed waste that does not fit in domestic waste bins 
  • Domestic movables, such as furniture 
  • Construction waste

The following waste is collected at the hazardous waste collection point V Station
(subject to a charge) 

The hazardous waste collection point is open from Monday to Friday at 7.00–15.00. 

  • Security documents 
  • Specific hazardous waste subject to a charge 

The other services and collection points of the Waste Management Centre are primarily utilized by business customers.

Mixed waste (combustible waste) 

In Oulu, property owners must organize waste transportation for mixed waste, except in the Hiukkavaara pilot region. Make a waste agreement with a waste transport business of your choice.

Bio waste and package waste

Organizing the transportation of bio waste and package waste, i.e. cardboard, glass, metal and plastic packaging, is the responsibility of the municipality according to the Waste Act. In Oulu, transportation is undertaken by the municipality, by Kiertokaari, progressively starting from September 2023.

Join the Kiertokaari Recyclable Waste Collection 

Resident of a single-family home, if you have a bio waste, metal, cardboard, glass or plastic packaging waste bin on your property, please announce the information of your property to Kiertokaari. 

File the single household announcement primarily in e-service. Shared collection announcement is filed with a Webropol form. The form does not follow the EU accessibility directives. Alternatively, contact our customer service: tel. 08 5584 0020 Mon – Fri, at 8.00–16.00 

You may use the same forms to join the Kiertokaari Recyclable Waste Collection.

Sorting Obligations

Oulu follows the waste management regulations approved by the waste management authority. 

Bio waste sorting obligation in urban areas 

Bio waste sorting is mandatory in Oulu’s urban areas starting in 2024. Residents of detached houses must order a separate bio waste bin or utilize a shared bin with neighbors. Alternatively, they must begin composting bio waste by July 19, 2024. Read more about bio waste sorting obligations.

Sorting packaging waste in detached house properties is not mandatory. 

Sorting obligations based on the Waste Management Regulations 

  • Mixed waste (combustible waste) on all properties 
  • Bio waste a property with 4 apartments or more. Must be sorted on all properties (detached houses) in urban areas starting from July 19, 2024. 
  • Paper always 
  • Cardboard a property with 4 apartments or more 
  • Glass a property with 4 apartments or more 
  • Metal a property with 4 apartments or more 
  • Plastic a property with 4 apartments or more

Deliver all waste that you cannot dispose of in your property’s waste collection points or Rinki Eco Stations, to the Rusko Waste Management Centre. 

However, please deliver all medicine waste to pharmacies and unexploded fireworks or ammunition to the police.
